The direct answer

Use a multi-position ladder only when the exact product label shows an approved stairway or staircase configuration. In that mode, one side of the self-supporting ladder is shorter than the other so the feet can rest on different stair levels while the rungs remain horizontal. A conventional stepladder with equal-length sides belongs on a flat landing—not stretched across steps, propped with wood, or balanced on a box.

For many ordinary interior stair walls, the Little Giant Velocity Model 17 is a useful aluminum starting point because the manufacturer lists a staircase mode, a 4-foot-6-inch to 7-foot-6-inch stepladder range, a 30.5-pound weight, and a Type IA 300-pound rating. The Werner FMT-17 is a heavier fiberglass alternative with a manufacturer-listed 4-to-7-foot stairway-ladder range and the same 300-pound rating.

The one-sentence rule

If the ladder's label does not show the exact staircase setup you plan to use—or the four feet, level rungs, locks, standing limit, and work height cannot all fit at once—change the access method.

A taller model is not automatically safer. More length means more weight and a larger footprint to carry, turn, open, and reposition in a confined stairwell. The correct choice is the shortest approved configuration that lets the painter work from a permitted rung without leaning over a railing or reaching at full extension.

Choose the access method before the ladder size

Do not confuse a stairway ladder with an extension ladder leaned into the stairwell. They are different manufacturer-approved configurations. The American Ladder Institute says articulated and combination ladders may be used only in positions illustrated on their labels, and every hinge or joint must indicate that it is locked before use.

If the paint point is above a flat upper or lower landing, the answer may be a conventional stepladder placed entirely on that landing. Use the 10-foot-ceiling guide for that level-floor sizing problem. Once any foot sits on a different stair level, the product must be designed and labeled for the stairway configuration.

Measure the stairwell, not the ladder name

Marketing names such as “Model 17” or “22-foot reach” do not tell you the working height in staircase mode. Manufacturers may publish a maximum reach for the ladder's tallest extension or stepladder configuration. The staircase setup has different geometry, so the exact on-product label and manual control.

1. Measure the paint point from the lower support tread

Measure vertically from the lower tread where a foot pair could sit to the highest edge you need to cut in or roll. Then compare that height with your comfortable reach from a permitted standing rung in the exact staircase setup. Fingertip contact is not useful working reach: painting needs room to guide a brush or roller without lifting a shoulder, twisting, or leaning.

2. Calculate the difference between the two foot levels

Count the risers between the lower and upper foot positions and multiply by the measured riser height. For example, three 7.5-inch risers create a 22.5-inch elevation difference. The ladder must accommodate that offset through its approved rail adjustments while keeping the rungs level. Do not shim a foot to make an adjustment increment fit.

3. Measure usable tread and landing space

Measure the clear tread depth after accounting for trim, nosing, carpet, balusters, and the handrail. Each foot needs complete, stable support in the position required by the manufacturer. Also measure the space needed to open the ladder and the route needed to carry it around turns without striking walls, glass, fixtures, or people.

4. Check every paint zone

The highest point may be over the middle of the flight, but cutting in above the landing or beside a railing may demand a different setup. Plan several short, stable positions rather than one central position that requires overreaching. If the ladder cannot be descended and moved without trapping the painter or blocking the only usable exit, it does not fit the space.

Set up the ladder before opening the paint

  1. Clear people, pets, tools, cords, and loose coverings from the stair flight and both landings.
  2. Inspect rails, rungs, feet, hinges, locks, rivets, and labels. Remove a damaged or paint-fouled ladder from service.
  3. Configure and adjust the ladder while no one is on it, following the diagram for the exact model.
  4. Place every foot fully on a stable support surface and confirm the climbing rungs are horizontal.
  5. Visually check every hinge and rail lock; do not rely only on a click or feel.
  6. Block normal stair traffic and secure doors that could swing into the work area.
  7. Climb only the side permitted by the label. ALI says the back section of a self-supporting stairwell ladder must not be climbed.
  8. Stay below the marked highest standing level and descend before any adjustment or move.

OSHA's workplace rules require portable ladders to be used only on stable, level surfaces unless secured or stabilized against displacement; combination-ladder steps must be held open by a locking device; and ladders cannot be moved, shifted, or extended while occupied. For a staircase-rated product, “level” includes getting the rungs or steps level in the approved offset configuration—not forcing an ordinary stepladder to imitate it.

Protect the stair finish without compromising the feet. A loose plastic sheet, folded drop cloth, or wet paint under a foot can create a sliding surface. Use a protection method that leaves the support points clean, dry, stable, and consistent with the ladder instructions. Keep the top and bottom zones illuminated and clear.

Manage the paint like part of the load

The ladder's duty rating includes the painter, clothing, tools, paint, and anything supported by the ladder. A 300-pound label is not a 300-pound person limit. Add the complete working load, then use the duty-rating guide if the total or service level is close.

Do not climb with an open gallon can in one hand. OSHA says a climber must face the ladder, use at least one hand to grasp it, and not carry an object that could cause loss of balance. Use a small, closed working container and only a manufacturer-approved tray or platform that is compatible with the exact ladder and configuration. Otherwise, raise supplies separately after the user is positioned.

Keep hips between the rails and paint only the area reachable without leaning. A roller extension can reduce repositioning, but it does not turn a borderline setup into a good one. Descend, close or secure the paint, move the ladder, reset every lock, and inspect the feet before climbing again.

Aluminum conducts electricity. If the stairwell includes a light fixture, switch, exposed wiring, or another possible energized source, stop and de-energize the work as appropriate. Fiberglass changes the rail material; it does not make energized work safe, protect wet paint tools, or replace electrical procedures.

Lighter path for ordinary interior stair work

Little Giant Velocity Model 17

Who it fits: Little Giant explicitly lists a staircase configuration for the Velocity. Its current Model 17 data lists a 4-foot-6-inch to 7-foot-6-inch stepladder size range, 30.5-pound product weight, and Type IA 300-pound capacity, making it the more manageable starting point when the measured stairwell reach fits.

Who should skip it: A stairwell that exceeds the exact label's permitted standing range, work where aluminum could contact exposed energized electrical equipment, treads that cannot fully support all four feet, or users who cannot safely control a 30.5-pound articulated ladder on the stairs.

Fiberglass path when the environment calls for it

Werner FMT-17

Who it fits: Werner lists the FMT-17 as a Type IA 300-pound, five-position fiberglass ladder with a 4-to-7-foot stairway-ladder height range. Its published 35.1-pound weight is heavier than the aluminum Velocity 17 but gives buyers a non-aluminum rail option for a correctly de-energized and assessed work area.

Who should skip it: Anyone treating fiberglass as permission to work on energized equipment, a task outside its exact stairway configuration and standing limits, a narrow or obstructed staircase, or users who cannot safely carry and position a roughly 35-pound ladder.

Both examples are adjustable, Type IA models in a similar size class, but they are not interchangeable. The Velocity's published weight is lower; the FMT-17 supplies fiberglass rails. Neither is a guaranteed fit for a particular stairwell. Measure first, then confirm the exact model's staircase diagram, permitted standing rung, footprint, load, and electrical limitations before buying.

The before-you-buy checklist

  1. Confirm the exact product label shows a staircase or stairway configuration.
  2. Measure the highest work point vertically from the proposed lower support tread.
  3. Calculate the elevation difference between the upper and lower foot positions.
  4. Measure clear tread depth, stair width, landing size, railing clearance, and carrying turns.
  5. Confirm all four feet can be fully supported with the rungs level.
  6. Check the staircase-mode standing limit rather than a generic maximum-reach claim.
  7. Add the painter, clothing, tools, container, and paint for the complete load.
  8. Evaluate electrical exposure; never treat fiberglass as permission to contact energized equipment.
  9. Plan where supplies will go without carrying an open can or using an unapproved shelf.
  10. Choose professional access equipment or a qualified painter if the measured setup does not fit cleanly.

Bottom line: for painting a wall above stair treads, start with a staircase-rated articulated or combination ladder sized from real measurements. Keep the rungs level, use only labeled configurations, lock every joint, climb only the designated side, and reposition instead of reaching. If the stairwell needs improvised blocking, a loose plank, or a standing position above the label, the ladder is not the solution.
