The direct answer
Yes—if the manufacturer of your exact telescoping ladder expressly permits use at the selected partial height and you follow its extension pattern. Xtend+Climb, for example, says its individual-rung locking system allows its telescoping ladders to be used between fully retracted and fully extended. Its 770P+ product page says the ladder locks at the desired height. That answer applies to those documented models, not automatically to every telescoping ladder that looks similar.
“Partially extended” should mean a permitted, fully locked use configuration. It does not mean one rail is higher than the other, an open gap has been improvised inside the climbed section, a rung is only half latched, or a damaged section is being avoided. If the model number, label, or current instructions cannot be identified, do not invent the pattern.
Use a partial height only when the exact instructions allow it, every required lock on both rails confirms, the rungs sit level and parallel, and the ladder is reset at the correct angle for its actual working length.
This matters because a telescoping ladder is still a non-self-supporting ladder. Reducing its length can improve fit for a lower support point, but it does not turn it into a stepladder or make it safe to stand without firm top support. Never lean a closed or partly opened ladder upright and climb it as if it could support itself.
The safe pattern is model-specific
Telescoping ladders use moving sections and locks near the rungs. Manufacturers can specify different opening directions, allowable closed sections, indicator systems, and hand positions. A sequence remembered from another ladder—or copied from an unlabeled online video—is not a substitute for the current instructions attached to your model.

Do the lock check from the ground before anyone climbs. An audible click can be useful, but it proves only that something moved. A green indicator can confirm the nearby mechanism's intended position, but it does not inspect the opposite rail, feet, rungs, labels, or support surface. If one section will not lock, closing the section above it does not repair the ladder. OSHA requires visibly defective ladders in covered construction work to be marked and withdrawn from service until repaired. At home, isolate the ladder so another person cannot climb it, then use only the manufacturer's approved repair or replacement path.
Recalculate the angle from the working length
Partial extension changes the ladder's working length, so it changes the base position. OSHA's 4-to-1 rule for a non-self-supporting ladder uses the horizontal distance from the top support to the foot at about one-quarter of the ladder's working length. The working length is measured along the ladder between those support points—not the model's fully extended marketing length.

These are setup examples, not permission to use a particular model at those lengths. The ladder's label and instructions still control. Do not extend, shorten, shift, or “walk” the ladder while occupied. OSHA's covered-work rule says not to move, shift, or extend a ladder while someone is on it. Descend, clear the area, change the height on stable footing, confirm every lock again, and reset the base distance.
A lower height can disqualify roof or landing access
A partial height that is comfortable for gutter-facing work may be too short for stepping onto a roof or upper landing. In covered construction work, OSHA generally requires a portable ladder used for access to extend at least three feet above the landing. When that extension is not possible because of the ladder's length, the rule specifies securing the ladder at the top to a rigid support and providing a grasping device, such as a grabrail. Never count the user's advertised reach as rail extension.
That means you need two different measurements: enough ladder to place the top at a sound support for the work, and—if transitioning to a landing—enough rail above the landing under the applicable rule and instructions. If partially extending the ladder removes that safe transition, use a longer suitable ladder or a different access method. Do not stand above the labeled highest standing level to manufacture extra height.
Partial extension does not change the material, either. Both buying examples below are aluminum. OSHA requires nonconductive side rails where a worker or the ladder could contact exposed energized electrical equipment. Shorter aluminum is still conductive aluminum.
A repeatable partial-height setup
- Identify the ladder. Match the model number on the ladder to the current manufacturer label and instructions.
- Measure the task. Record the support-point height, needed working position, footing area, and any upper-landing transition.
- Check the complete load. Add the person, clothing, boots, tools, and materials; stay within the labeled duty rating.
- Inspect it closed. Check rails, rungs, locks, indicators, feet, top contact points, labels, and cleanliness before operating the sections.
- Extend it unoccupied. On clear, stable ground, use only the direction and partial-height pattern shown for the exact model.
- Confirm both sides. Inspect every required left and right lock; rungs should be level and parallel with no unintended gap.
- Place and angle it. Use firm, level footing, equal top support, and the required base distance for the actual working length.
- Climb within the labels. Face the ladder, maintain contact, respect the highest standing level, and descend before any adjustment.
Water, paint, drywall dust, sand, or the wrong lubricant can interfere with close-tolerance sections. If a lock feels different from normal, the answer is not extra force. Who it fits: The complete working load needs a 300-pound Type IA rating, frequent climbing makes the manufacturer-described wide comfort rungs valuable, and the 28-pound carry weight still works for the route.
Who should skip it: Buyers whose complete load fits Type I, who have not confirmed the 12.5-foot length, or who are paying for a premium label without valuing the wider rung design. This aluminum ladder is also wrong where it could contact exposed energized equipment.

Who should skip it: Any realistic load at or above 250 pounds, buyers who need a wider published tread, or a setup outside the exact label and instructions. It is aluminum and is not appropriate where it could contact exposed energized equipment.

The Xtend+Climb 770P+ page expressly says it extends to the desired height, and the company's FAQ says individual rungs can lock between fully retracted and fully extended. Telesteps publishes red/green lock indicators for the 1600EP, but its current product page is not the authority for a universal partial-extension sequence. For either path, retrieve the exact current instructions and follow them—not this article—as the operating procedure.

The before-you-climb decision checklist
- The exact model number and current instructions are available and readable.
- Those instructions explicitly allow the selected partial height and section pattern.
- The working length and support-point measurement fit the task.
- The complete load stays within the duty rating.
- Every required lock confirms on both rails; all active rungs are level and parallel.
- The ladder stands on clean, stable, level footing with equal top support.
- The base distance is set from the actual working length, not the maximum model length.
- Any landing-access rail extension and securing requirement is satisfied.
- No one is on the ladder during extension, retraction, moving, or repositioning.
- No defect, contamination, electrical exposure, traffic, weather, or reach problem remains unresolved.
Bottom line: partial extension is a legitimate feature on models designed for it, not a shortcut around setup. Let the exact manual choose the lock pattern, let the actual working length choose the angle, and let the inspection decide whether today is a climbing day. If any of those answers is unclear, keep the ladder closed.
